Learning from the Experiences of Local Players in Conflict Situation
The assumption that development work automatically has the effect of promoting peace has proven to be a mistaken one. There are many cases where aggressors have, after careful planning, abused the work of aid organisations for their own ends. Local and international organisations that are primarily concerned with helping refugees, war victims and communities affected by violence and giving them a chance of survival must be aware of the unintended repercussions of emergency and development aid.However, development organisations have also learnt how emergency and development aid can be used to enable communities to resolve conflicts constructively, i.e. without resorting to violence. These organisations have developed approaches and methods designed to de-escalate violence in a planned and systematic way and to promote peace work. This publication describes the experiences gained by EED and its partners in carrying out development work in violent conflict situations and how they have used – and still use – these experiences to modify their work and working methods continually with a view to meeting new challenges.
